The Opportunity
The Town of Mansfield, Connecticut (www.mansfieldct.gov) is seeking a Human Resources Manager. This position performs highly complex professional and administrative work for the Human Resources Department. This position performs, plans and organizes work related to Human Resources functions such as:
employee benefits administration
classification and compensation
payroll
employee training and development
labor relations
policy development and compliance
recruitment and retention of employees
risk management
This position supervises Human Resources personnel, and interfaces with key stakeholders at the various supported partner agencies and boards of education. This position reports to the Chief of Shared Services and Administration who serves in the capacity of Human Resources Director.
About Us
The Town of Mansfield’s Human Resources Department is responsible for the establishment and maintenance of its comprehensive human resources program for the Town, in accordance with merit principles, relevant state and federal requirements, collective bargaining agreements, and best practices. The Town’s Human Resources Department coordinates employee benefits plan administration for the Mansfield Board of Education and Regional School District #19, and several other agencies. The Department also provides recruitment and retention, classification and compensation, and other HR duties for the Eastern Highlands Health District and the Mansfield Downtown Partnership.
Mansfield, with a population of approximately 26,000, is located in the Northeastern portion of the state, better known as Connecticut’s Last Green Valley National Heritage Corridor. Home to the University of Connecticut, Mansfield offers the unique blend of urban (Downtown Storrs - www.mansfieldmdp.org), suburban, and rural living in a university setting. Mansfield has a variety of cultural and educational offerings, as well as an abundance of natural resources ideal for activities such as hiking, cycling, and kayaking. Mansfield is a Council-Manager form of government, with the Town Manager serving as the Chief Executive Officer responsible for overseeing the day-to-day operations of the Town.
Work Schedule & Location
Schedule: This position is 35 hours per week. The selected candidate will normally work four consecutive days, Mondays-Thursdays. Occasional evening work is required to support departmental programming and operational needs.
Location: The work location is the Audrey Beck Municipal Building, 4 South Eagleville Road, Mansfield, CT 06268.
Compensation
The annual salary range is $85,193-$110,771/yr. The hiring rate of pay will depend upon the selected candidate’s qualifications and experience.

Training and Experience
Graduation from an accredited college or university with major course work in human resources, public administration, or related field
5 years of progressively responsible experience in human resources administration, with supervisory experience
Consideration may be given to equivalent experience, education, and training
Experience working in the public sector and with labor unions is highly desirable
